Bridge23 aims for truly decentralized governance by ensuring that the majority of voting power resides with the community, as illustrated by the distribution of voting power shown in the chart:
There is a risk that the Bridge23 SNS treasury could become a target for attack.
One potential scenario involves an attacker purchasing a large proportion of the BR23 tokens during the decentralization sale and immediately increasing the dissolve delay of all their neurons to the maximum of 1 year in an attempt to gain over 50% of the SNS voting power. If successful, they could push through a proposal to transfer the entire ICP and BR23 treasury to themselves. The Neurons Fund significantly mitigates this risk by limiting the proportion of voting power an attacker could acquire.
If the attacker then increases the dissolve delay of all their neurons to the max, the below charts show how much voting power he would be able to acquire. As can be seen the attacker would still fall significantly short of the necessary voting power to gain control with only 43.6%.
